Welcomes and Introductions:
Adrian Barnes welcomed us all to the meeting, introduced ourselves around the table. Adrian welcomes Mary Kent to the meeting.
Mary is from Great Yarmouth Library, Norfolk County Council.

4.1 Action Plan:
Trish reports that the Action Plan was presented to the Social Forum, so far there has been positive feedback.
The Action Plan will be finalised after the end of March. GYP need to ensure that action plan identify and include how work of steering group will support and ensure involvement in the decision making and delivery of WNF and its distribution. It was clarified that the last version of the action plan was distributed 4th of December. But the final revised issue will be available from April.
4.2 Event 2008:
So far there has been very good progress with the event co-ordination. A new and revised task delegation list was circulated to all those involved with the days events. Helen Crowe is to be contacted regarding amendments to the list.
At the last count, there were 32 entrants to the talent contest, which was publicised very well. A program of events was circulated to all members with outline details of the day. Adrian read through the program and explained what each event involved and who was leading that event. Tim Leonard is to be contacted regarding opening the event as it is a joint LSP and GYP event.
Stephanie Vincent raised the issue of the food and wanted clarification of the food stalls. Helen will be asked to contact Stephanie. Elvira and CDW’S will be doing brief evaluations on the day, researching age ranges of attendees and a brief outline of their thoughts. Nominations for the award categories were very low but enough were received to continue with that part of the event.
It was reported that there were more enquiries about stalls but there were no more available. Paul mentioned that maybe the VSP stall had room to share with another organisation if more people wanted to attend.
Adrian and Helen had a radio interview with radio Yare in relation to the event, the interview will be published in the paper, Mercury.
4.3 Employment Plan Update:
Tim was absent from the meeting, Paul reported that there was no update to report on the employment plan.
4.4 Representation Across GYP / LSP:
Elvira reported that there was sufficient and good community representation across GYP.
4.5 Training / Workshops:
Trish reports that the training/workshop form that was issued to members regarding any training needs that they require has all been received by Chrissy. Outline of what can be provided to be discussed with Adrian, Paul and Tim for participation in delivery. Training to commence in April, and so far, funding for training runs out on 31st of March.
Library Presentation Mary Kent: Mary Kent from Great Yarmouth Library attended the meeting to inform us all of the renovations planned at the library. Big Lottery have awarded the library 1.4 million pending planning permission from the council. The council have submitted an objection to the plans as one of the Gt Yarmouth Rows will be transformed from a public right of way into an integrated part of the library. Mary informed us that the library want to enhance the "row" and incorporate its history into the library’s renovation. Plans for more meeting style rooms, a café, a sensory garden, a workshop/gallery for community groups to use for meetings, possible dance space, yoga space. The library is very focused on providing a variety of uses for the community. Big Lottery has awarded the money but if GYBC will not grant the planning permission, the funds will be lost. 14th of April is the deadline for the permission to be granted.
WNF: The employment skills action plan meeting was held 12th of March. And as of Monday there will be a briefing posted on the website for more people to access the information on the Working Neighbourhood Funds.
www.nvs-gy.org.uk is the website on which the information will be updated regularly. After July is the time for projects to apply to the WNF for funding. The WNF is not determined by geographical areas, it is borough wide funding. This is positive for the rural communities as it could cover a wider area for funding.
Sustainable Community Strategy and Local Area Agreement Targets: The indicators were tabled to steering group members and highlighted within this report was the 35 targets that were chosen by the LSP. Out of those 35 chosen for Norfolk, Not all of them will be directly applicable to Gt Yarmouth. These are Norfolk wide identified targets, some being more applicable to certain towns.
a) Sustaining GYP: This was discussed at previous LSP Executive where 12 months interim sustainable funding was suggested. This is to be discussed at the next LSP meeting on the 14th of March. Trish will report back once she has attended the meeting. Discussions to find out if GYP SG will be sustained for 6mths or 12months.
12 months funding is preferred as this gives the group more time and scope to plan events, meetings and training to feed into WNF targets and outcome.
John reports that GYP core funding i.e., expenses, meetings, training etc is to be sustained, but monies for Small grants will be affected. Small grants will not be continued in the next financial year.
John was not in a position to discuss funding issues at this present time, but was able to comment on there being a delay on confirmation of funds. Trish explained that Community Connections is in delicate discussions regarding sustainable funding and that there are other organisations and projects in similar position, but as soon as information is available this will be appropriately made known. John commented that initial draw down of the WNF transitional funding would allow continued support to community partnerships.
Wendy Long raised the issue that she was unsure what position the rural partnership was in due to lack of knowledge of funding. John reported to Wendy that funding would be available to support the rural partnership, but not for all the current rural staff. This was not yet public knowledge until after Friday 14th of March, following LSP Executive. Wendy can contact john directly for information to feedback to her partnership meetings.
b) 2nd Homes Council Tax: Wendy also asked Trish how the rural partnership was to apply for funding from the 2nd homes council tax. Trish was unsure at present, but informed Wendy that she had sent her request for information via email to Tim L regarding this and would inform Wendy when Tim responds. John informed the group that Rural Transport funding has been rolled over from last year for second year of project to continue.

Great Yarmouth Support Team – GYST:
GYST Judith not present at the meeting but no report as the GYST
meeting will not take place till April 4th.
Reports From All Networks:
Gorleston Partnership Meeting Thurs 20th of March. The Main Topic for
this meeting is Housing.
April 3rd is the next date for the "Making a Difference" Workshop at St
Peters.
Magdelan Fair, to be held on August 9th. 12 - 6pm on the Magdelen
Green.
Julia circulated a poster inviting people to attend cookery and embroidery
classes.
Wendy reports that the Rural Community Partnership will be holding a
meeting on Transport on the 9th of April.
Mike raises concerns about CDW support to North Yarmouth Community
Partnership now that Pedro has left.
Paul reminds the group that the Opportunities Fair is being held at the
Marina on Monday 17th March
Communication (GYP Website):
Website update… Gill has informed the group that the website has been
built, but she is currently in discussions with Affinity Media about the
maintenance and updates to the site. The aim is to have this developed so
that updates can be made without additional cost.
Reports:
13.1 Social Forum - Mike - Report was issued to all members present.
13.2 Environmental Forum - Alan – Gave verbal report. Trish informed community invited to meeting on 2nd April to discuss Climate Change and the Proposed Boroughwide Action Plan. Letters of invite and Information to be circulated.
13.3 Economic Forum - Peter Paine - Meeting 14th March
13.4 Learning Forum - Lindsay - 13th of March. Lindsay was absent from the
meeting. No report.
13.5 LSP Board - Meeting in January. No meeting since. Nothing to
report
13.6 LSP Exec – Trish issued report to members
3.7 Partnership for Health - Brian - Absent from meeting
13.8 Runham Vauxhall Fair Share - Mike - Report Issued to members
Any Other Business:
Carol Congreve reports that there is a questionnaire issued by the Home
Secretary called "Have Your Say". It is a 4 page questionnaire that is
available online. It has a deadline of 11th of April.
Trish reports of the "Empowering me Empowering you" Conference
where she was invited to run a seminar. This and other highlights from
the conference can be viewed at

Peter informs the group that this will be the last GYP SG Meeting at the
Chapel Centre as it has been sold. The new premises will be Newtown
Methodist Church on Caister Road Great Yarmouth

There is a black gate to the right of the building. Peter informs the group
that access to the room is through this gate. There is a bell to ring if
you require assistance with entry to the building.
